Sounds like innovative technology. Is it to cost effective, say ROTC>20%?

I will be amazed if it is cost effective. Florescent lights are very effective and help the power factor in commercial buildings and still have to be installed for use on dreary days and at night. Light tubes do the same thing a lot cheaper.
